Dear ELIA Members,

As announced, the ELIA General Assembly will be organised on 1 November 2008, coinciding with the 10th ELIA Biennial Conference in Gothenburg.

We hereby ask member institutions for nominations to the ELIA Board for the period autumn 2008 - autumn 2010. The elections will take place during the General Assembly in Gothenburg. On 1 November 2008.

In accordance with the decisions made during the General Assembly in Strasbourg in 1992, elections of the ELIA Representative Board shall secure that discipline, region and gender will be taken into account. Part of the Representative Board will be composed of members elected as representatives of the three art disciplines (minimum three from discipline group A and B, minimum 1 from discipline group C) and the five regions (minimum two from each region) as identified beneath.

The following regulations apply for nominations:
  1. It is the privilege of full member institutions to nominate candidates to the ELIA Representative Board.
  2. The following three categories shall all be represented in the Representative Board:

    1. Performing Arts (disciplines Music, Theatre, Dance)
    2. Visual and New Media (disciplines Fine Art, Design, Architecture, Restoration, Film and Interactive Arts)
    3. Other (administration, management and leadership)

    A candidate can represent one category when he/she has been working and/or teaching the category for a period within the past three years. Each candidate is asked to include in the enclosed nomination form a description of why this discipline is indicated.
  3. The following five regions shall be represented in the Representative Board, divided as follows:

    • REGION A | Belgium, France, Ireland, Luxembourg, The Netherlands, United Kingdom.
    • REGION B | Albania, Croatia, Cyprus, Greece, Italy, Serbia, Montenegro, Portugal, Spain.
    • REGION C | Denmark, Finland, Iceland, Norway, Sweden, Latvia, Lithuania, Estonia.
    • REGION D | Armenia, Belarus, Bulgaria, Macedonia, Bosnia Herzegovina, Georgia, Moldova, Romania, Russia, Turkey, Ukraine.
    • REGION E | Austria, Czech Republic, Germany, Hungary, Poland, Slovak Republic, Slovenia, Switzerland.

  4. An institute wishing to put forward a representative but that is not yet a member of ELIA, may make a nomination provided that at the same time its application for membership to ELIA is sent in. Membership applications will have to be received before 15 August, due to the fact that all new members have a provisional status of membership the first two months after publication in the newsletter so that existing members can draw attention to any impediments to membership. Nominations will only be accepted if the application for membership is accepted.
  5. The nominee should be able to serve for two years if elected.
  6. Nominees are expected to communicate in the English language in speech and writing.
  7. The current Board has decided that the final date for nominations shall be set on 15 September 2008, by which time all nominations must have been received by the ELIA Executive Office.
  8. The electoral regulations state that a member institute can only have one member on the Representative Board.
  9. All candidates must present:

    1. The nomination form
    2. A statement that the institution to which the nominee belongs will be able and willing to cover the travel and accommodation costs connected with attending the Representative Board meetings (see *)
    3. A photograph.
    4. Add to the nomination form if they are interested in the post of President, Treasurer, Vice President and/or Executive Group member

    The nomination form and the photograph will be on display during the conference in Gothenburg.
Number of Representative Board meetings
The Representative Board itself should expect to meet immediately after (the same day) the General Assembly meeting in Göteborg 1 November for an informative lunch meeting. The first formal meeting will take place 13 and 14 December 2008, and two meetings in 2009 and 2010 + the General Assembly meeting in 2010. Furthermore, the Executive Group will be formed from members of the Representative Board. The Executive Group meets three-four times a year in addition to Representative Board meetings.

* Representative Board members and Executive Group members are expected to cover their own costs for travel and accommodation at all such meetings. In a decision in 1992 the ELIA Board decided there would be limited financial support available for Board members, whose institutions are not able to secure coverage of all costs themselves, to attend certain meetings. Institutions that can demonstrate they are unable to cover the costs can apply for support from ELIA. This request should be included with the nomination papers and will be dealt with confidentially. These papers should include: a statement of the institution why a request for financial support is made and proof of the financial situation and what the institution is able to contribute.

The ELIA Leadership Symposium has been a biennial tradition since 2003. This event has previously been hosted by Los Angeles and London, and will be hosted this year by Hong Kong. Would you like your ELIA-member school to host ELIA’s Leadership Symposium 2009?

ELIA now calls upon our members to announce your interest in hosting the ELIA Leadership Symposium 2009. The deadline for expressing interest is 25 October 2007. The ELIA Board will then make a decision regarding the ELIA Leadership Symposium 2009 venue, which will be announced early in 2008.

Once the venue has been decided a steering group will be established then the programme will be developed and presented during the 10th ELIA Biennial Conference in Göteborg October 2008.

The ELIA Leadership Symposium attracts roughly 80 delegates often representing more than 30 countries, giving the co-organising host institute(s) a unique opportunity to present themselves to leaders of higher art education institutions from all over the world.

ELIA Leadership Symposia are ELIA projects, executed as a joint responsibility with the host institution(s). In some cases this was a single institution, in others a joint venture of the art schools or Universities in a particular city or country. Please note that roughly one third of the project’s income is raised by ELIA, one third is contributed by the host school (much of this can be “in kind”), and one third is obtained through fundraising efforts. The host institution will appoint a co-ordinator who works directly with the ELIA Conference Manager in overseeing the day-to-day management of the project. More detailed information regarding the formal agreement entered into by ELIA and the selected host institute is available to interested institutes upon request.

Dear Colleague,

The National Academy for Theatre and Film Arts Sofia, Bulgaria and ELIA launched the Artesnet Europe Network for the Arts in Amsterdam on the 18th January 2008 at which some of you attended. Artesnet Europe is the successor to the Thematic Network inter}artes and continues to act as a reference for the Tuning Educational Structures in Europe.

As you know the network has organised its work into three strands:
Strand 1 | creative partnerships
Strand 2 | qualifications frameworks: learning and teaching
Strand 3 | new strategies, new programmes.

Strand 2: Qualifications frameworks: learning and teaching - with strand leader John Butler, Birmingham Institute of Art and Design, Birmingham City University, UK in collaboration with Kieran Corcoran, School of Art, Design and Printing, Dublin Institute of Technology, Ireland - objectives are to:

Through these activities and an inventory of examples of good practise the working group should out of this process come to a shared set of standards or a framework, which will lead to a proposal for a European Ministers of Education meeting.

As we have identified the action points for the coming year, our next step is to invite Artesnet members to nominate a maximum of one member of staff to participate in the training of a team of European experts in Quality Assurance and Enhancement; similar to the twelve trained within the previous Thematic Network inter}artes.

The aim is to expand and professionalize the panel of higher arts education experts in quality enhancement established in inter}artes; and develop a webpage that will promote the expertise and services offered in the field of quality enhancement, external examining, institutional and subject review and learning outcomes.

The training programme will be carried out within the School of Art at Birmingham Institute of Art and Design a faculty of Birmingham City University in the UK from the 29th April – 2nd May.

The nominated representatives should have experience in local/national QA procedures and involvement in QAE review processes. Candidates will be required to provide a CV outlining their experiences in this area. We will choose a pool of a maximum of 15 QA reviewers from the proposals sent to Sue Rice, Strand 2 Administrator. I apologise in advance for the short notice but the deadline to receive these proposals is the 17th February. The final selection will be made by the strand working group and institutions will be informed of their decision by 29th February.

For the past seventeen years, Pépinières Européennes pour jeunes artistes have been encouraging and supporting a young generation of artists who are particularly mobile and mindful of the human, social and economic contexts in which they work.
Pépinières mission statement is to promote mobility and professionalisation of young artists on the European and international scenes; they are therefore present and active in 35 countries, 110 towns and national collectivities and over 170 partner creative sites.

For this year's Mobility Programme, more than 30 residencies are available between September 2008 and September 2009, representing many opportunities to develop innovative projects and encounter new audiences.
This programme is open to artists between 18 and 35 years old, living in one of the partner countries, and proposing innovative projects reflecting an opening to the human, social and economic contexts surrounding them.

The programme has three strands: Starting this year, all applications will exclusively be made online, on Pépinières’ website. You can also find all the information related to this mobility programme there.

The European Festival announces 2 research workshops to take place in 2008.

URBAN IMPACT OF ARTISTIC FESTIVALS
Helsinki, April 11-12 2008, hosted by the City of Helsinki Culture Office

and

FESTIVALS OF THEATER FOR CHILDREN AND YOUTH
Moscow, October 31 - November 1, 2008, hosted by the Big Break
International Festival of Theater for Children
and invites researchers to submit proposals for inclusion in the workshops' programs.

The European Festival Research Project (EFRP) is an international, interdisciplinary consortium, focused on the dynamics of artistic festivals today and seeking to understand the current explosion of festivals and its implications and perspectives. EFRP is working to develop a critical mass of research papers, studies, publications and debates and through these to articulate tentative conclusions, trends, forecasts and recommendations for festival operators, public authorities as subsidy givers and potential sponsors. All research outcomes are being made accessible in a public depository at the web site of the European Festival Association.
Periodically EFRP holds intensive research workshops on specific topics where research is presented and discussed. Such workshops have taken place in Nitra (2005), Leicester and Le Man (2006) and Barcelona (2007). In 2008, EFRP research workshops are planned for Helsinki (April 11-2), on the urban impact of artistic festivals, and in Moscow (31 October-1 November), on the festivals of theater for children. An edited book on festival politics, programming, impact and governance will be produced by the consortium and associated researchers in 2008/9

For both workshops, EFRP is looking for comparative and longitudinal research and exploration of specific issues and topics, not presentations of specific festivals as such. Presentations centered on one single festival will be considered only if they highlight some emblematic feature or practice of broader significance.

Interested researchers should submit a 100-150 word summary of their presentation to Dr Dragan Klaic (Leiden University), Chair of the EFRP ( draganklaic@gmail.com ) by February 25 for the Helsinki workshop and May 15 for the Moscow workshop.

Researchers selected for the workshop program will be informed by March 3, 2008 (Helsinki) and May 20 (Moscow) and asked to prepare a 15 min oral presentation in English, based on a power point of a maximum of 10 slides. Power point presentations should be sent by March 31 (Helsinki) and September 1st (Moscow). Researchers agree that EFRP places their powerpoints at the EFRP public depository at the web site of European Festival Association.

For both workshops, the local host organization will provide hotel accommodation and meals to a limited number of presenters.
Presenters are expected to cover their own travel expenses.

Presentations will be thematically clustered and there will be ample time for discussion.
