ELIA has issued a call for proposals for short videos (1 or 3 minutes) within the context of the European Commission’s promotion of multilingualism. The competition is being organised as a contribution to the European Year of Creativity and Innovation 2009.
The European Commission's objective in launching this competition is to raise awareness among young European audiences of the benefits of Europe’s linguistic and cultural diversity and the opportunities they provide.
We received 122 proposals from students studying at art schools located in 18 European Union member states as well as Norway and Turkey. Selected scripts were evaluated according to the following criteria:
- Artistic vision
- Relation to the theme
- Communication of the theme
- Feasibility

- Each selected applicant will receive a € 5000,- grant in order to complete their video. A maximum of 15 proposals will be selected.
- Videos should be delivered by Friday, 7 September 2009.
- The selected films will be presented during the PRIX EUROPA Festival in Berlin (17th to 24th October 2009). Media experts will lead workshops for the selected students and their supervisors. Travel and participation costs will be covered.
- A DVD compilation of selected videos will be made and distributed by the European Commission.
General context
With its 23 official languages, the European Union has as its motto "United in diversity". The languages we speak help us to define who we are and a multilingual society is fundamental if Europeans are to work and live together. Linguistic diversity covers not only the official languages of the Union but also the many regional and minority languages spoken by segments of its population. In addition, a wide variety of languages from other parts of the world are spoken by immigrant communities in EU countries.
The competition is being organised as a contribution to the European Year of Creativity and Innovation 2009.
What kind of videos have been selected?
Students were asked to develop an artistic proposal for one video work of either one minute or three minutes length. The proposal should reflect Europe's linguistic diversity and the role played by different languages inspired by the theme Creativity and Innovation.
The role of an artist in this constantly changing world is the captivating task of thinking afresh, creating new images where risk and passion go together with responsibility. Language is at the heart of the creative process. Europe’s increasing multilingualism might be seen to be a potential threat and might also be seen as a creative opportunity. Videos shall explore the potential of multilingualism, the challenges it creates and the innovative solutions it requires.
Videos could use any language, any number of languages or none, but your video should be intelligible to a large audience without subtitling or dubbing.
Applicants should submit creative and witty videos to be used by the European Commission in its campaign to raise awareness of multilingualism, free to interpret the theme of the competition as they wished, bearing in mind that the serious business of learning and speaking other languages can also have its lighter side.
