While each of the previous ELIA Biennial Conferences had a specific title, this 10th Biennial instead had a visual symbol: the stuffed polar bear, a reminder of the fragility of our environment and of the responsibility of the artist to engage with the pressing issues of today.
In his opening plenary speech, theatre director Peter Sellars reflected on the role of the artist in the present state of democracy, on the threshold of economic crisis.
The conference included discipline sessions for each field of artistic practice, and five symposia:

Video clips about languages in Europe - European Year of Intercultural Dialogue
ELIA issued a call for proposals for short videos (maximum 3 minutes) within the context of the European Commission’s promotion of multilingualism. The competition is being organised as a contribution to the 2008 European Year of Intercultural Dialogue, EYID.

In this project we have produced the 45-minute documentary "I see you". This documentary - compiled from short films made by students from seven different countries - supports the value of the arts for a better intercultural dialogue in Europe. A publication on the project is currently in preparation.

The DESIGNTRAIN project idea is focussed on the adaptation problems experienced by students who have studied in the present education system and are now entering the process of design.

ELIA and the Royal Crown Hotel in Brussels have produced a unique artistic project in partnership. Royal Crown Brussels renovated its current hotel and renamed it Hotel Bloom!
Over 4.100 square meters of wall within the 300 hotel rooms have been decorated with mural paintings. The paintings were made by students, graduates and post graduates from the ELIA member institutions.Bloom! received the Caïus award, a cultural price awarded by Prometea, l’ association pour la promotion des Arts et du Patrimoine.
